As the Program Specialist to the COS HSS, this position coordinates administrative functions related to strategic planning, program management, contracting, budget, staffing, VISN suspense's, Medical Center Memoranda (MCM)'s, Standard Operating Procedure (SOP)'s, work force, materials management, facilities and services needed to support the health care delivery systems of the medical center. The incumbent is the second level Administrator to the COS HSS responsible for resolving administrative issues that arise and recommending solutions to the COS HSS. Examples include, personnel management issues, budget allocations amongst the clinical service lines and monitoring contractor performance. Leads and co-Leads planning and completion of projects for submission at VISN, National and Congressional levels, to include clinic activations and projects related to SAIL initiatives. Incumbent will participate in Medical Staff meetings and various Committee Meetings with the primary purpose of tracking action items and presenting action plans. Committee meetings include: Director's Staff Meeting, Medical Executive Board, Medical Records Committee, Clinical Council Committee Meetings and various Special Project Meetings as assigned by the COS HSS.This position is assigned to the Chief of Staff (COS) and is located at the Fayetteville, NC Veterans Affairs Medical Center (VAMC). The selectee of this position will serves as a Program Specialist under the direct supervision of the Chief of Staff Health System Specialist (COS HSS).

Research, evaluate and recommend solutions related to functionalities and capabilities of Clinical Service Lines programs/contracts such as, but not limited to: Mental Health Service, Primary Care Service, Medicine Service, Surgery service and Social Work Service.
Lead and co-lead planning and completion of projects for submission at VISN, National and Congressional levels, to include clinic activations and projects related to initiatives.
Provides technical assistance and advice maintaining necessary controls and suspense files; compiling and submitting necessary paperwork for appointment and staffing purposes, professional standard board actions, employee clearances, placement, follow-up, merit promotions, performance awards and evaluations, classification actions, counseling and disciplinary actions, maintaining knowledge of VA/ AFGE Master Agreement and coordinating AFGE involvement in personnel related matters, etc..
Identify and make detailed recommendations to the COS HSS for specific requirements i.e. budgetary work force, materials, facilities, and services needed to support the health care delivery systems of the medical center.
Actively engages in committee and group meetings with Clinical Service Lines with the goal of development and adjustment plans pertinent to statutory or regulatory provision such as VA regulations, Joint Commission (JC) Standards, Internal Audit and Quality Management, to meet each requirement on time.
Drafts policies and memorandums for review from the COS HSS.
Occasional travel - You may be expected to travel for this position.

You may qualify based on your experience as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 level in the normal line of progression for the occupation in the organization or equivalent. The specialized experience required for this position are: experienced in creating, preparing and formatting letters, memorandums and documents for executive level or upper management; experience in completion of policies with clinical service lines in order to meet time in compliance and suspense; provide administrative support to an Executive Leadership Team in the planning, organization, and implementation of special projects; prepares necessary documents for human resource recruitment packages, such as job analysis, OF8, PDAT, interview questions, interview questions, etc. OR, * Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degreeorLL.B. or J.D., if related. OR, * Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-09.
